nv-jsparser-helper ================== - simple wrap of @babel/parser - expose more api for using in another proj

This is a minimal build of [`@babel/parser`](https://babeljs.io/docs/en/babel-parser), with most of the non-standard/proposal features stripped out. It is heavily minified and any unused code is attempted to be removed. It should work exactly the same as

Require a module and apply the export if it is a function.

Creates a unary function wrapper which extracts a specific argument by index and applies the argument to the original unary function.
